Like say they miss the playoffs, but end up drafting like 14th or 15th, could they wait and see how the picks are going and then decide to give it up immediately if there isn't a player they really like at that point?

according to the wording if Canucks miss the playoffs they keep their 2019 pick and TB gets the 2020 pick.

I imagine Canucks would have to trade the 2019 for the 2020 pick with TB
