I read his lips, and watching the replay, he said Zibanejad pulled his stick right into his own face and it looked to me like he did.

I love that Skinner mouths off to the refs, I was the same way when I played because I honestly never took penalties (seriously maybe 3 or 4 in my life, I'm not even kidding) and the opposing player's error is never taken into account.

Like plays where an opposing player skates right over your stick, steps on it and falls, you get the tripping penalty when it should be a neutral play up to the referee's discretion but it's always called.

Regardless, they're gonna nail him with it if he keeps swearing at them.

So is this that new rule where the refs give 4 mins by discretion or was he actually bleeding?

It is discretion, The rule mentions "injury", not necessarily bleeding. That's just the way it's often enforced. There was a game last year, I forget who the opponent was, but I believe it was Eichel, hit a guy in the face and broke a couple teeth, but the guy didn't bleed. But it was obviously a double-minor.

"Double-minor Penalty - When a player carries or holds any part of
his stick above the shoulders and makes contact with his opponent’s
neck, face or head so that injury results, in the manner of drawing
blood or otherwise, the Referee shall assess a double-minor penalty"
