If the leafs send them all down at the beginning of the season and no one claims them, they can call them up and send them back down without them having to go through waivers again if they didn't play in 10 games or spend 30 days on the roster. That's probably why they signed so many guys. If a couple get claimed, they still have a handful more to exploit that part of waivers.
