I think there will be compliance buy outs, or some kind of cap modifier like the NBA has (veterans exceptions, home town exceptions etc.) It is not good for the league either to have teams having to blow up their team every year or 2 because they are good and have to reward their players.

The have-nots outweigh the haves on the ownership side. And they all complain about how high the floor is already.

The $600MM franchise fee from Seattle will help strapped teams get their books right, but not much will change until these crazy EK type deals stop being handed out. The majority of owners LOVE a hard cap world, and revel in dumb moves other owners make that staple their hands down to make changes to get out of contracts.

Would CLB move Ryan Murray for say... a 3rd Rd Pick and Forsling?
They desperately need picks, Murray will be moved. Forsling give them a warm body with some upside to plug in on the blueline.
Of course the Hawks have too many Dman as it is but
there is the potential to move Gus or Murphy.

David Clarkson has submitted his no-trade list to the Golden Knights, per sources.

His contract still has 1 more year at $5.25M, which is troublesome for cap-strapped VGK. He submitted his list to Vegas, so they could move that contract during or near the draft.

The Blackhawks draft Dylan Cozens if...they are not idiots. The forward cupboard is bare, the D pipeline is overflowing.

As for SB taking advantage of cap strapped teams....please remember that the Hawks are also a cap-strapped team, unless they use their space on one year deals to fill holes while waiting for youth to emerge.

I believe those rules don't apply to Boqvist because he was drafted out of his Euro team - not out of the CHL. Boqvist can play anywhere in 2019/20.

Too many moving parts to just say "no" IMO.

1) Won't know what the cap will be, last time it was lowered and there is no guarantee that it won't be lowered again. It will depend on the stance either side takes and what will be the bargaining chips. They could vote to take out the inflator or change the way it is calculated which could be enough to trigger compliance buyouts.

2) Buyout rules could change to varying degrees. They could make them part of the agreement to a certain degree or maybe change the way they are done completely.

3) Economic conditions could change for the league. Revenue is usually going up, but there are so many external factors that could mess with the numbers enough.

I just think it will be difficult to predict what these guys will cook up next, especially if there ends up being another work stoppage.

Most of the league would not have been in compliance with the new cap had compliance buy outs not been in place.

My logic and analysis says that this won't happen in the next CBA and the league won't won't teams that have overspent to get the advantage of having compliance buyouts.

The reason there likely won't be compliance buyouts doesn't have that much to do with the cap - it's because there won't have been any newly dubbed cap penalty contracts this time around.

Compliance buyouts were offered as a compensation to teams that were being screwed by the change in contract structuring rules (like for Hossa). To make it fair, they had to offer the buyout option to all teams regardless even if they didn't have such a contracted player + teams weren't required to use them on that contract player. It was a potential out to make sure teams were in compliance because the rule change was going to screw some teams and they added in so many penalties.

Since there likely won't be a rule change that radical around contracts, there isn't a need for compliance buyouts. Now, owners could push for them again because they just like the idea of them but it's not super likely.

That sounds way too much in the Hawks' favor.

How about this:

Clarkson, Eakan, Mcnabb to Chi ($11.6M)
Anisimov and a 4th to Vegas ($4.55M)

Vegas replaces Eakan in lineup and saves $7.05M in cap space which could go toward re-signing William Karlsson and others.

The Hawks upgrade 3C and add a solid defensive d-man with 3 years on a relatively cheap contract. The 2019/20 cap is no problem and the cap exchange of McNabb and Anisimov saves $2M over the 2020/21 and 2021/22 seasons.

Not really. Saad is 2 years younger. Adding Lee and removing Saad is a lateral move, imo. This is Lee's chance to cash in. He will be 29 in a couple of weeks. I like Lee and he would be a good addition to the forward group. Has played with Kane on Team USA a couple of times at international tourneys. On a 4 year deal, sign me the hell up. I think he is going to want more term , tho. That part makes me more unsure about signing him.

Yep - all the more reason for Stan to not blow the wad this season with the Cap ceiling a little less than expected and the Cat/Strome re-signings next summer.

Vegas does not want AA's 4.5M salary. They'll want picks or cheap prospects who could fill a couple of holes for less than 2M.
