You can get it for certain reasons in NJ. I could never get one. My brother who was in the military for 29 yrs couldn't get one.

Yup, and I found curious the line that they "really haven't started anything yet". It sounds like there have been no, or next to no, negotiations yet. Reminiscent of some of Garth's negotiations.
