I'd sign Kap to 4.227M x 3 years.
I think he's going to do very well this season and I think he knows that too. This gives him the opportunity to sign a much larger contract after the 4th year of the contract. I bet the Leafs sign him to this or trade him away.
If I'm confident that he's top 6 talent then I try to shoot for 6M x 6 years, but he's RFA and I think trading the Hawks #1 next year is to risky (if things go wrong. See 2019 Sens). - RedRevenge

No, I mean the season.
Yes, the team is allowed to exceed the cap by 10% during the Offseason, but on the first day of the season, the team must be at or under the cap. The 2nd day of the season, they are allowed to put players on LTIR (Horton)
Therefore, they need to be under the cap with Horton on the first day of the season. This was a problem that the Hawks ran into and fixed by trading Hossa away. That's why I'm well aware of it. - RedRevenge
