Cape Breton owns his rights. QMJHL, if he plays junior. It was reported he didn't want to play in the Q earlier this season when there were rumors he was leaving BC in the middle of the year. Not sure what the inter-CHL league trade rules are so I have no idea if he can be traded from the Q to the OHL.

They have good young guys that will be there eventually and some cap space, but look at their NHL roster and first probable call ups. Lets just say, not very good.

Yeah, no names jumped out at me looking at the prospects. Team friendly deal (not like he was going to cash in) as a place holder until some talent arrives.
