Yeah, if they win the lottery this year, it will be one year at least of agony.
But if they win again the next year and Lafernierre or Byfield live up to expectations, it could start the healing pretty quickly.

Disconnecting poor performance from a guaranteed top pick is exactly the point of the draft lottery. Regardless of how badly the Senators do this year, there's still a better than 80% chance of someone other than Colorado getting Jack Hughes. And to your point about winning the lottery twice, there's only a 3.4% chance of winning the draft lottery in two consecutive years, even with the highest level of odds. They could be the worst team in the league for 30 consecutive years, and that scenario would only 'likely' happen one time.
People should just stop with the process of attaching speculative names to draft picks, or assuming that will necessarily yield results. I'm sure the Oilers thought picking Hall, Nugent-Hopkins, and Yakupov as #1 picks in consecutive years would be the salvation of their franchise... much like picking players like Daigle, Phillips, and Berard sure seemed like a great start for the Senators in the 1990's. Most of the best players in franchise history weren't even close to #1 overall picks in their draft years, and that includes Karlsson, Alfredsson, Chara, Stone, and Hossa. They really just need to make smart selections with the picks they have, get a few more quality prospects at key positions, and they'll be back to respectability and playoff contention before long.
