Yeah, I'm a sucker for anything sci fi, but that's all kinds of dumb. Then again, we live in a world where a nation spent a trillion dollars to build a massive levee, drain out the flood waters, and re populate a sinking coastal city that's already 18 feet below sea level. Might as well have put it on wheels while they were at it.

I think you are missing a small part of the point... the Dutch did basically the same thing but actually made the levee / dikes work.... point being I wouldn't trust the same doinks who build the levees in New Orleans to make my city mobile.
