Skinner has done it 4 times and has 2 60 point seasons and is well on his way to a 3rd

Kane scored 30 goals once in his career, Skinner has done it 3 times and is on his way for a 4th time and will most likely end up over 40.

Okposo has never scored 30 but has 4 60 point seasons (playing with Tavares) but he was a free agent.

Again giving Skinner only a half a million more doesn't seem enough
