Doesn't that also get pro rated for in season signings? Kinda along the lines of Tom Wilson forfeiting part of his signing bonus for his suspension?

I believe it. Friedman spoke about how Pettersson probably would have been picked first if he played in the CHL. Rielly might have gone first or second if he wasn't injured his whole draft season.
