Points is somewhat meaningless because you can have 85 points one year and finish 12th last and have the same points and finish 6th last the next year. It's relative to the season you're discussing only.

By that definition the Canucks have only sucked for 3 of the last seasons while the Oilers sucked for 8.
The canucks suck 3/8 as bad by that measurement.
