Rehab is an ok place to dry out, if it's a good one, if it's not then you can get drugs just as easily there too, I know a particular scumbag(he's not a scumbag because he's a junkie, but because he's a scumbag) who was kicked out of rehab 4 times because he got caught getting high. It is not generally a place to go to stop using long term unless it actually addresses the issues that drive you to use in the first place.
