I have been binge watching a show called Entourage on Amazon. In Season 4 Episode 4 a guy picks up a hot chick who he later discovers to be a tranny.

At the moment of his discovery, there is a c0ck shot. I thought you would want to know.

- Der Kaiser

I like that show now thanks to you guys ..

But it’s always sunny has the best tranny episode

For the last time:

If you have draft picks you acquired in a trade from another team you can trade them, the conditions remain the same

HOWEVER:

You cannot offer sheet someone if you have conditions on your current draft picks

Like a 4th becomes a 3rd if player X hits 40 points

- Stripes77

Yeah, it seems like that's true. The word encumbered only appears in the context of offer sheets in the CBA

You have to have something to retire from first.

Finally graduating doesn't count as retiring. Neither does dropping out.

I like that part of Rochester, Fairport is a nice town. I actually will be in Rochester Thursday, have a few business meetings, wrapping up a deal with UR School of medicine.

Seriously. If only someone would just ask Botterill.

I scanned for key words in the CBA. I'll be damned if i read that whole thing. The word conditional never appears in a context next to the word trade.

Vogl says they can be traded.

That's from the CBA.

I don't believe from my cursory reading that it is expressly forbidden by the CBA

Edit:

Someone showed a quote from a GM about "encumbered picks"

a search of that word only appears as it relates to offer sheets

- jcragcrumple

I just started back-reading so I am not sure if it has been said but I think I have figured out all this confusion with conditional or encumbered picks. The reason you hear GMs or media say that they can not be traded is because for the team that traded the pick they can't trade that pick again (See San Jose 2019 or 2020 pick). Neither of those picks can be traded because the condition has not been met or decided yet. The team that RECEIVED the conditional pick CAN trade it because there is nothing preventing them from trading it since the team receiving the conditional pick is still receiving the same conditions. They will be receiving either a 1st round pick in 2019 or 2020 and it has no basis on how the Sabres play in the future. Like I said in previous posts you are just trading a pick with the same conditions that you would have to follow if you kept the pick. Now if it was San Jose trying to trade their 2019 first round pick they can't do that until they know or decide if the pick is either theirs or ours. Hope that makes sense, I'm in a hurry Pizza's here.

Question is does the value of the pick go down because of the condition?

No, there would probably be conditions added on top.

I.e., the sabres trade the STL first, if the STL pick is moved to 2020 instead of 2019, then sabres have to give an additional 2nd

So a 2nd + the first I’d do that for skinner
But they probably put a 2nd round pick condition if we sign him

Could the Canes then trade the conditional conditional pick? What about the conditional conditional conditional pick?

Yes, but we couldn't trade the pick that we may have to give to Carolina.

So we could trade the conditional STL pick, and CAR coould re trade it, but we couldn't trade the 2nd that we would owe to CAR if the STL pick became a 2020

Sure, that's the logical thing, but a league that puts playoff games on the (frank)ing golf channel is anything but logical.
