As long as the pick in question isn’t involved in another offer sheet I believe you can. But if you offer a sheet a player with a 1st round pick and a 3rd compensation. You can’t offer sheet another player at that same compensation level.

Yet the Blackhawks got word that they were going to offer sheet so yes the "OFFER SHEET" made it happen

If "offersheet" was never brought up the trade would have never happen Hawks could have moved him to a different team but couldn't
