I think it is about spreading the $$$ around, so that even if you are bad, you can make some playoff revenue. Keeps teams in business by giving them guaranteed income.

Well it's a way to get the necessary fourth team in the tournament, with three leagues making up the CHL. Too much subjectivity in picking whoever the "best" second-place finisher in the CHL is and picking a team at random would be every bit as dumb.
