Adding frolik at the expense of hoffman isn't "bolstering" the roster, it's "significantly downgrading" the roster.

It would be the D/Bottom 6 roster players (on cheaper contracts) that would go towards bolstering the roster (without spending much more than what they would pay for Hoffman)
