Don't you already have his rights, and thus are able to sign him BEFORE July 1st? Or is July 1st irrelevant, and Aug 15th when he becomes a free agent.
I must have read 6 different contradicting versions of this by now, and I still have no clue which explanation to believe.

From the GM's mouth we cannot sign him until the 1st. I don't know the CBA enough to explain it to you but that's as good of a source as I can get for you. Secondly, Vesey has just come to town today or yesterday I believe. He said he would talk to the Sabres on draft weekend. So we have until August 15th. We'll know in a week or two if we've got him or not.

Vesey is no Sabres property, his RIGHTS are. The trade allowed the Sabres to talk with him from the day of the trade. The Sabres and Vesey can come to an agreement in principal, but cannot announce the deal until July 1, the first day of free agency. The Sabres, by having his rights, the ability to have exclusive talks with him until August 15th. At that point, he still becomes a free agent. He will be able to talk to the other 29 teams, but he could still sign with Buffalo, he could even still sign with Nashville (completely unlikely, but not impossible).

Oh, and don't forget, if GMTM doesn't feel the discussions are going well, he can still trade the rights again to another team any time between now and August 15th.

Tim Murray stated so in his presser with WGR soon after acquiring Vesey's rights, so I'll take our GM's word for it over people who have no connection to the hockey world. As for the true source, I'm sure it's in the CBA somewhere as to why he can't be signed until July 1st, I'm not about to spend half the day looking it up though.
