I know it's not common but it's more than just those guys. They've been steadily replenishing their roster with low draft picks for the last 20 years. Its because they have excellent scouting and find good players with most of their picks not just their 1st. Leafs have the money to go get the best scouts they can and already have started turning around their drafting and development. I think they are trying to replicate Detroit's model. That's why they are not trying to just tank now. Make the team competitive so the young guys have to earn their spot.
