Being charged with care and control means he wasn't driving but was considered to be in control of the vehicle when it was parked. Not sure what leaving the scene will mean but impaired usually doesn't bring jail time for a first offense. Loss of license for a year, etc.

He will have a criminal record. I doubt he will have problems with the border for impaired. Again, not sure if leaving the scene makes a big difference.
