A more likely assumption is guy gets stopped. Knows he did something wrong (aka owes child support which he would get arrested). Decided to run, got tased. Instead of giving up because he feared being arrested, he knocked the taser down and ran away some more.
The cop likely thinks he's done something wrong, a lot worst than a traffic light and owing child support. He tases him, when he gets it knocked down, he gets insulted/pissed off and shoots him.

I'm not excusing the cop, but the guy sorta asked for it.

After reading the story, I thought the exact same thing. Tased, knocked the taser down, ran, got shot 4 times, continued running until the 5th shot hit him in the ear.

Excessive force for sure, but why the (frank) do black people run away from cops?

A friend of my parents is a 365lb behemoth living on a pension from Hydro Ontario and disability (using heavily from the pinko commie healthcare system)...and Rush Limbaugh is too progressive for him.
