Well, something is "worth" what someone is willing to pay.
I think it's pretty safe to say that if Ph9 became a UFA there would be more then 1 team that would have offered him 8 million. So the fact that the Leafs got him for 7 million seems to make this a "good deal".

I don't look at comparison values because that's just dumb. In a cap expanding league past deals are always going to make new deals look over priced.
Ph9 was no great deal for the Leafs but he was signed to less money then he could have gotten as a UFA and without him, Leafs are in HUGE trouble - with no other options out there to replace him.

Not elite. But definitely top 20 in the league, and many could argue in top 15. Either way he's a number 1 dman in this league.
