You have to be eligible for UFA status. Which is currently 27 years of age, or have player 7 Accrued Seasons.

you have to be a certain age or have a certain number of accrued nhl seasons

hence why richards and carter were still eligible to be traded even though they had NTCs in their contracts... the NTCs cannot kick in until a certain threshold is met
