There is a real need to get rid of the instigator rule. Some self policing of the game is needed. We have too many troublemakers, sticking people, then running for cover. Also, something needs to be done about the protective shoulder and elbow pads. There needs to be actual padding and not a hard shell, that makes contact to the opponents head.

I don't think there's a need for more changes in the rules. I think we basically need to apply the rules the way they were intended to be. Yes, it's been tried before, but the fact remains that it never lasts and I'm at a lost to try and guess if the players, referees, GMs, NHL brass or the fans are to blame for it.

Yes, the fans as well. How many times do you hear fans complain that their respective teams gets more penalties? Or that team X gets more powerplays than any other and hence are probably favored by the league? It is a fact that some teams are more disciplined than others, and that there are teams that are faster than others and hence more likely to force defenders into taking penalties, but it's a reality that some fan bases will never accept. All in all, it seems to me that if we want the rules to be applied they way they should, they should be enforced by an organism that is truly independant from the NHL and its "Marketing First" approach.

Also, the elbow is one of the hardest part of the human body. It probably does not need to be covered by a nice layer of concrete. Same goes for shoulder pads : those hard shells are definitely not there to prevent dislocations, unless we're talking about your opponent's jaw.
