30 get to play for the cup with 6 teams in a lower tier NHL division
If you finish 29 or 30th you get dropped out of the league for the next year
The top 2 teams in the 6 team lower division get back into the nhl the following year
This would eliminate tanking
Other details such as salaries/contracts would need to be figures out
This would add teams to Las Vegas, Seattle, Quebec , kc, Toronto jr, Ontario team |

I believe that it's never been worse as it was this year for blatant tanking
I guess karma got the sabres in the end as they didn't win the lottery - but it's just too sad for the sabres fans who knew that they were stacking the deck in losing games
