I you look at that chart, you see that Phoenix only has 38,85M spent for 18 players.

You can have 23 players in the NHL, a team like Phoenix MIGHT be interested in Gomez, because they could have trouble reaching the floor.

Even then, the CBA is not signed yet and those kind of moves, if they ever happen, will be made after the new agreement.
