No i think you would find NFL teams sharing teams like some have done in the AHL. Besides the high end prospects are headed to the NFL anyways.

If every NFL team had a farm team in Canada, they would need like 30 some cities. There's only 9 CFL teams, so you would need 20+ more cities.
