Newfoundland Gov(Willians) looked into building one capable of refining "sweet crude"(Grand bank oil).. but apparently the some law/fed gov agreement that it cant be built outside of Quebec without there approval..Would have to be challenged in court i believe..

The refinery on the island refines oil from Saudi Arabia and Hibernia oil refined in the US... ...

U can certainly Blame the GM for the wrong coach/players...That said i know how it works for some and they will always try to find excuses other than management..

I dont think anyone can really say there was an "excuse" for why they failed...it was, well fact. They simply didnt have a good enough team this year. No excuse...an excuse would be blaming the media/fans. But saying they failed because they sucked...well...thats just fact
