Are you sure it didn't say Navel Beef?

I'm not sure they over focussed on the NCAA, they scouted the WHL and OHL fairly heavily. I have a bigger issue with their determination of team needs.

Salt beef, either beef riblets or the brisket soaked in salt brine. Makes jiggs dinner yummy. Always says made in NF, chances are it was made in Halifax or England and bucketed or labeled in NF.
