It's not the talent level difference, but rather the quantity of talent in the 'Q that is lacking. It's getting better, but it's still worse than the other two junior leagues.
2013 is gonna be one of the best drafts in years for the 'Q.

But we should take advantage of that lack of scouting in the 'Q and try to find the next Letang, Giroux or Burrows.

It can also help us gain depth, see Desharnais and St-Denis.

pretty sure PRICELess' assessment of "égaux" isn't the decision-making factor for the habs.

they preferred Pacioretty and so far have been proven right.

they've screwed up enough times I'm not sure it's worthwhile criticizing one of their few good decisions.

Habs have been good at signing non-drafted players from the Q.

I thought he was supposed to play in the Q?
- stinger67

They've been alright.

Also scouting helps you find those undrafted guys.

DD was signed because Carbonneau liked him.

If you are comparing leagues, the quantity of quality talent in one league over another is the talent level difference.

And what book told you the teams don't scout the Q again?

Becuase of the lack of quality talent in the Q, players are taking a longer time to develop and are passed over in the draft.

Overall yes, if that's what you mean.

I thought you meant you couldn't find players as good in the 'Q as in the other leagues, which is false.

What about the guys that are passed over in the other leagues?

Some just take longer to develop.

And the lack of coverage of the 'Q can explain that those guys don't get drafted.
Also the size of the players, because a lot of those talented guys are undersized.

Did you know that Brendan Gallagher scored more goals than Emerson Etem in their draft year. Etem was a 1st round pick.

Teams that have a full-time scout in the 'Q: Leafs, Habs, Flyers, Pens, Sharks.

You could also add the Sabres who draft a lot in the 'Q, but that scout mostly by videos.

of couse some people just take longer to develop, but not all Q players take longer to develop, there are reasons for it.

One of them is the higher level of competition.

Did you know I scored 85 points one year and was never even looked at to be drafted, oh right that's becuase the league i was in sucked and our team dominated it. Doesn't mean I was better then the worst player drafted that year from a higher tier league.

(frank) Dandenault scored 107 points in the Q, does that mean he was better then Ryan Smyth who put up 105 points in the W?

There is no lack of scouting in the Q, there is no discrimination against Q players.

The Q has a lower talent level,
Good players don't have to be great to score huge points in the Q as their competition is weaker
They don't have to push themselves as hard to be dominate and thus develop slower then other leagues

If the Q wants to improve they need to stop making excuses and look at the problem.
The problem starts with the minor hockey, better training, coaching and developing in minor hockey will lead to a stronger competition in Juniors as those players move on, which in turn will lead to the generational talents and mid to high level talent having to develop faster instead of just getting by.
