I don't think it's fixed & no I have seen it before, but that shi& didn't exist way back, back then they played with honor & ran the clock out & didn't hand them anything, if you think that shi& is normal, handing someone a TD to get the ball back then maybe the WWE & NFL should merge, yes I've seen it B4 & yes everyone knows it's a issue

The smart play was to go down at the one yard line and then run the clock out and kick the easy chip shot rather then give Brady a chance. If Branch catches that first pass the Pats would of had the ball at the 50 with over 45 seconds and a timeout.
