i'm confused by that too.

in the many stories i have read trying to find this missing plane for dt99999 i see that one of the freaky possibilities is that someone overtook the cockpit and forced them to turn off course and then fly just like right along the water to avoid radar.

You kinda want to look where you don't have buildings, mountains and flocks of birds in the way. The towers are on the ground and need to account for angles, etc. Radar isn't much help if all you get is "there's stuff everywhere!!"

Well, the main use of radar is tracking commercial flights - by and large, they don't try to fly that low because they want people on the ground telling them that if they land it will be as a fireball.

Things under 5,000 feet have to fly a lot slower, and are generally speaking, pretty visible. So unless you happen to be a country that can't afford to actually monitor its airspace (when a jet drops out of Radar in this country it tends to get noticed) the system works pretty well.
