You're absoloutley correct, "Hurricane" Sandy weakened as it approached land fall and was an "extra-tropical cyclone" when it hit the eastern seaboard..............But that did now stop the left wing progressive "Man made global warming" cheerleaders from branding it "Super Storm" Sandy and continues to call it a hurricane.

I don't think I understand this hybrid icing rule,

isn't it put in place to avoid races to the boards but if there's a race to the imaginary line the linesman can let them race to the boards?

so basically it prevents a race to the boards except in cases where there is a race to the boards?
