This is true. The NHL is an old boys club though, and doing things like this can hurt your prospects with other teams if not done properly.

If anything i could see them moving down if there's multiple guys they like.

I just see Dubas taking it easy until Matthews and Marner are sorted out and Johnsson, Kapanen (and later Lillybust and Grundstrom) get used to the NHL.
