Bettmann also said that this amount "includes a 1.2% "Inflator", and is in the hands of the NHLPA right now. Not finalized yet tho".
The exact uncertainty of the cap's official ceiling, has prevented the glut of move activity that many had expected would occur thus far, including for teams possibly retaining their own free agents.
The word appears to be that the official amount may not be known until as late as Friday's opening day of the draft. This issue should have been finalized at the latest by the end of last weekend, to have some teams better prepared almost one week earlier, rather than scramble around faster later, in order to pursue whatever possible moves that may be necessary for their draft plans. But this is Bettmann's NHL, in which the word, "lockout" is also never out of the league vocabulary.

And don't worry about that insane word of Karlsson coming to the Rangers for what insanity that has been thrown out there. Are the Rangers interested in him? Yes, but they are not going to be taken by Ottawa in the way that Ottawa was taken yesterday, in needing a "middleman" in the Sharks to deal Hoffman to the Panthers.

Those quoted words were Bettman's, to which I checked out for when the final ruling must be announced by, and saw that various media outlets had stated that the final word may not be known until Friday.
