If he was staying with the Islanders we would know by now. A guy like Taveras doesn't need to 'test the waters' with free agency, he can get whatever he wants from any team. He knows this.

He also knows his salary isn't everything, there are many other intangibles he can get from playing in the right market. Endorsements, paid appearances and investment opportunities to name a few. He can become far wealthier (if that's what he wants) in a market like Toronto then he could practically anywhere else.

But certain locations will yield him more money than others and he knows it. Toronto isn't one of them unless they give him money he won't be worth and at that point, it defeats the purpose to sign him and complicate the cap situation even further.
