The Rangers have like 29 picks in the first 3 rounds...could you imagine if in 5-6 years no one pans out. Another draft filled with Montoyas and Jessimans and McIlraths and Sanguinettis and on.

That's why when you have a perceived 2018 Draft as per Bob McKenzie's recent words after having spoken to at least 10 to 15 Head Scouts, in that "the drop off in talent after the 10th ranked player is quite significant" for this Draft, that may be the one time where a team may be best off trading higher to obtain a top 10 pick, if going under a youth movement.
Otherwise, nothing is a major given guarantee below the top 3 to 5 picks in most drafts. But anywhere below the top 10 requires both even better advanced scouting, and greater so good luck. The Rangers had more than their share of bad luck in various means' in one too many Drafts, but in contrast, also had some good luck with lower picks in many cases. That includes at best their 7th Round 205th overall pick in the 2000 Draft, in future NHL Hall of Fame goalie, Henrik Lundqvist.

Rangers have had some terrible luck, especially with Cherepanov.

I just mentioned the Rangers bad luck in various means, both playing ability level wise, and sadly, life affecting wise like you had stated, regarding Alexei Cherepanov's unexpected death at just 19, due to a heart attack suffered on the bench during a KHL game in 2008.
Don't also forget from the 2005 Draft two years earlier than Cherepanov being selected, with their misfortune later suffered by their 2nd Round, 40th overall pick selection in d'man, Michael Sauer, as the result of an up high, career ending booming hit by Dion Phaneuf, then with the Leafs. Sauer would have equally been a fixture on their defense, just as Marc Staal has been for his career, in also being drafted that same year in the 1st Round with the 12th overall pick.
