No, they weren't. However, the fact of the matter is that they had to make decisions that wouldn't even need to be made the last time around. The NHL knew what it was doing. It definitely couldn't have expected this result, but the expansion rules played a bigger hand in this than people want to admit.

They didn’t even pick top 5 this year. It’s truly unreal.

But they did luck out that WPG and NSH played each other in the 2nd round. WPG was worn out

They also didn't know what the other moves were. You have to look at all the moves individually. Karlsson came out of nowhere, Columbus has their window now, so that wasn't an awful move at the time, a barely 3rd liner plus a few mid-late in round picks to offload a huge contract? Done. Florida was hasty at best Reilly Smith had one decent year playing 2nd line+ minutes year, then sucked last year. Marchessault had one good year last year playing on less than a million dollars. Smith and Marchessault had career years this year as well as Karlsson. Minnesota is the dumb one here. They were extremely stupid to give up Tuch, even Haula to a point as he had shown some goal scoring ability in limited minutes, though he also had a career year. But all those guys, save Tuch had been around a while and had been up and down at best. Tuch was a young, high pick only 2 years post draft.

I was struggling with it for a while and then realized that I needed to get over myself. They weren't given any special advantages.

1) As someone said on twitter, these GMs knew that they had to give $1 and instead (in some cases) they gave $20.

2) They wisely picked the fastest players.

3) Excellent timely goaltending
