Look wienerhead, the site says that the Rangers have a 19% chance of drafting in the Top 3. I don't know how the lottery works, and I did no independent research of that. I am relying on the same site people have been relying upon for months.
I didn't know they were independent draws.

Common sence should tell you that if 7 teams have a better chance than you to pick a top3 pick, you just can't have a 19% chance...
Serious question about probabilities. How can you determine the probabilities for each team in the second and third draws when you don’t know who wins the preceding draws? Because the winners ping pong balls are distributed proportionally amongst the remaining teams. Wouldn’t odds be recalculated after each drawing and be effected by who wins the preceding draws?

The odds for the remaining teams will increase on a proportionate basis for the 2nd Lottery Draw, based on which club wins the 1st Lottery Draw, and again for the 3rd Lottery Draw, based on which club wins the 2nd Lottery Draw.

If Florida wins the lottery with a less than one percent chance wouldn’t the remaining teans odds be substantially different than if Buffalo wins the lottery at 18 plus percent.

I get what you’re asking, Pete. And you’re right, it’s does make a difference. I can only guess that all the cases will have already been drawn up and the odds recalculated using their “homework” so that the next draw can happen.
