that's not how the law is defined though. just creating fear and all of that isn't enough, otherwise serial killers and the like would be considered terrorists as well since they quite clearly cause terror before they are found and arrested.

He placed a tripwire bomb in a mostly white neighborhood. He could very well just not have not known that it was a white neighborhood and it was racially motivated but the current evidence doesn't point towards that.

Honestly dude if he is a terrorist he'll get charged as such. The only example I'm aware of that sticks out to me is the Charlottesville guy. How he's not being charged with terrorism I don't know. Historically white people have been charged with terrorism, they aren't immune.
