A number of Pens seem to be having problems staying on their skates... I realize temp, humidity, and atmospheric pressure affect the ice, but is the Garden bad ice due to being an overlay? Also, does the NHL regulate ice? I remember a guy on the NHL channel who was an outdoor ice guru but does he oversee arenas too? Pens don't seem to have the best ice either... just curious
