yes he did. Golden seals, atlanta flames, colorado rockies, cleveland barons etc....all examples of teams on the list. Not 1 team still existed. Untradable.

If I were JB, and let’s say it was Boston who was interested but they weren’t willing to pay a “fair” price. I would trade him to the team that was directly in competition (Tor) for literally nothing just to say hey (frank) you. - a conditional 7th round pick. If they win the cup it’s a 7th, if not there is no compensation...
