Presumably, while gauging offers for their roster players, Rangers management is also factoring in the potential for the next expansion (which, for a projected $650 mil expansion fee to split amongst the clubs, is likely to happen, possibly as soon as 20-21), and how the expansion draft parameters (number of years of service, NMCs, etc.) will affect their roster at that point. They'll want to shed as many NMCs as possible before then and limit the number of pro seasons their prospects play in order to maximize their protection list.
