That's in part the reason why Zucc's close buddy, Brassard was traded. It was way too much pass, pass, pass, & way to often by both, and especially to each other, instead of shooting the puck when either had a prime opportunity to do so while Brass was here.

Hendricks comes out and cross checks McLeod seconds after coming out of the box, then instigating him to a fight, in which McCleod left the ice bloodied. But either or both, no cross checking &/or instigating penalty was assessed to Hendricks. That coming just 2:00 after McLeod was assessed a roughing type or whatever penalty for simply making a hard check on a Jet.
