Here we go again, using TOI as a basis for your point. In case you haven't noticed, I am not a fan of this coaching staff so using TOI is not going to sway me.
Sanheim likely did not receive any PP time due to being a rookie and making the adjustment to the NHL. Your beloved coaches may have seen giving Sanheim PP time may have been putting too much on his plate at the moment.
Since you have made this a Sanheim vs. Manning debate, I will reiterate my thoughts.
I believe Sanheim is the better player than Manning at the moment, but I will agree to disagree with you. For arguments sake, I will concede that Manning is better than Sanheim at this very moment to show my further point. Playing Manning over Sanheim will likely not be the difference between making the playoffs and not. Playing Sanheim would be the true upside tactic as he very well could iron out the kinks by the end of the regular season. Allowing him to do so during the regular season, could give the Flyers another game breaker on the backend for the playoffs.
He also seems much more reluctant to throw a big hit, which was one of his strengths (and weaknesses). - jmatchett383

So your focus is on a maybe instead of the current reality. I can't say that's wrong anymore than you can say it's right. So it's a waste of time to debate that.
If the Flyers were more focused on the results over the process, I would suggest that they would be giving Sanheim PP time if that was the case. You made my argument for me. Until Sanheim's fundamental defensive game is where it needs to be they aren't going to give him the gravy so to speak. They want him to focus on playing the position and simplify his game. When he takes steps in those areas, then he'll get more responsibility. That's the process. The Flyers make young players earn it.
It's been the same with Konecny. His game has improve substantially away from the puck and in puck management this season. So he is rewarded with ice time on the top line. It's completely been a step by step process with Konecny and it now appears to be paying off lately.
It won't be the same with every player. Provorov was exceptional right out of the gate. Patrick, although he has struggled with his skating has been a sound player positionally and with the puck as a rookie which is why he has received PP time.
The decision of whether to play Brandon Manning or Travis Sanheim is the difference between the Flyers winning the Stanley Cup this year or finishing dead last in the NHL.
