Ghoulborne was just recalled because the organization knows without a doubt that the kid is NHL-ready. Or else why would they recall him? They have a development plan for every player. Everything is going according to plan.

Bottom line is Ghoul is NHL ready and that is why he is being called up. Not simply because they are trying to shake up the team. That would be detrimental to the player's development, and we all know that right now that is the most important thing in the whole wide world.
