Reinhart at full speed is not bad; It's his first step that's slow. I wonder if that can be worked on. Sometimes i'm watching a game and i don't realize him because he comes flying into the O-zone corner chasing a puck. He tends to get himself in trouble because he can't accelerate out of trouble

I still don't think that really had anything to do with it. If you give an offersheet to a player, you have to pay well above market value. Otherwise the team with his rights is going to match. Plus, Kevin Lowe still had to be willing to pay Vanek that money if Quinn lied and the Sabres didn't accept.
