Major penalties are not just for intent to injure. I think it's a penalty and good shot to the head with the stick but I'm not sure it reaches the level of a major penalty. It looked accidental to me but that doesn't make it not a penalty. What happened with the ref conference is legal and within the rules but you can't help but feel the replays on the scoreboard played into it which would be for all intents of purposes a review of a non review able play. Just doesn't sit right.
