I don't believe it's either one or the other type scenarios you posted above.

Drafting quality players higher in the draft order usually results in better quality talent, yes there are quality players with later picks and later rounds, BUT, the overall better players are the top picks.

Sometimes you have to suck to get better, this is where the canucks are, it's not perpetual failure, otherwise the canucks never would have made it to game 7 they would always be perpetually failing.
