Water rates go up because they need to put a ban in May that you can only hand water on these days, come Nov they have to put up rates because usage is down and there is not enough money being generated to pay exorbitant wages.

I spent a couple years on a major project with BC Hydro and it was pretty eye opening how much time and money was wasted.

They had crew heads delaying work so they could get helicopter pay on a holiday and quadruple their wages for the day.

Or spending a week having axe throwing competitions or other shenanigans then finishing the job that was scheduled for the entire week on the last day.

That's what you can get away with when you have a monopoly...
